Roadworthy Inspections and RWC

If you're planning to sell your car or transfer ownership in Victoria, a Roadworthy Certificate (RWC) is essential. This vital document ensures your vehicle meets the safety standards required for use on public roads.

What is a Roadworthy Certificate?

A Roadworthy Certificate (RWC) is a document that certifies a vehicle is safe enough to be driven on public roads. It's required in Victoria when selling a vehicle, transferring ownership, or sometimes when re-registering a vehicle. The inspection covers key safety components like tyres, brakes, steering, suspension, and lights, among others. It's important to note that an RWC is not a comprehensive mechanical check; it focuses on safety-related items.

When it comes to getting your vehicle inspected for a Roadworthy Certificate, choosing the right service provider is key. P & L Mechanical Services stands out as a trusted Licenced Vehicle Tester. With our experienced team, we ensure your vehicle meets the necessary safety standards, offering peace of mind to both buyers and sellers.

Preparing for a Roadworthy Inspection

To increase the likelihood of passing the roadworthy inspection, here are a few tips:

  • Check Tyres and Brakes: Ensure your tyres have adequate tread depth and are in good condition. The brakes should be functioning properly without any unusual noises.
  • Inspect Lights: Make sure all lights, including headlights, brake lights, and indicators, are working correctly.
  • Examine Windows and Mirrors: Check for cracks or damage to windows and ensure mirrors are securely attached and undamaged.
  • Review Vehicle Fluids: Top up engine oil, coolant, and other necessary fluids to maintain proper levels.

Testing of roadworthiness helps to lessen potential hazards to protect all road users. An RWC also protects prospective purchasers of used vehicles from buying a vehicle which could possibly be in a hazardous condition.

Have some questions about Roadworthy inspections and RWC's?

Roadworthy Requirements in Victoria FAQ

How can I get a Vic Roadworthy Certificate?

A vehicle must undergo inspection and be deemed free of any alterations, deterioration or wear which may render it unsafe for normal use on the roads. It must be confirmed the car meets the standards set out under Regulation 220, prior to the vehicle being issued any certificate of roadworthiness.

Before a certificate of roadworthiness can be issued for a vehicle, the vehicle must be inspected by a licensed vehicle tester and found to be free of wear and deterioration or alterations that would make it unsafe for normal use on the road.

Why do I need a RWC?

Vehicle owners are responsible for maintaining their vehicle in a safe and roadworthy condition at all times but wear and tear can cause the condition of a car to deteriorate over time and modifications or alterations can impact a vehicles safety.

Testing of roadworthiness helps to lessen potential hazards to protect all road users. An RWC also protects prospective purchasers of used vehicles from buying a vehicle which could possibly be in a hazardous condition.

What is checked in a Vic Roadworthy inspection?

The roadworthy inspection involves checking key components of your vehicle are in good enough condition to be safe on the road. These include wheels and tyres, steering, suspension and braking systems, engine and fluid leaks, seats and seatbelts, lights and reflectors, windscreen and windows including front wipers and washers, overall vehicle structure and any other safety related items on the body, chassis or engine.

The structural components of a vehicle must be free from damage. This could include cracks, rust, faulty repairs or unsafe modifications.

How much should a roadworthy inspection and certificate cost?

A Certificate of Roadworthiness can be tricky to price. The age of the vehicle and the overall condition at the time of inspection will have an impact on the overall cost, as will the type of vehicle undergoing the roadworthy inspection. Because of this the actual cost of an RWC will vary, sometimes quite significantly.

P & L Mechanical Services will be happy to provide a quote for the cost of the Roadworthy inspection before any work begins.

How long will a Roadworthy Certificate (RWC) last?

For the purposes of a transaction, such as the sale of a vehicle, a Certificate of Roadworthiness will be considered as current for a period of 30 days from the date of issue.

Who can issue a roadworthy certificate?

A RWC can only be issued by a Licensed Vehicle Tester operating from a nominated facility, usually a workshop or garage. As a Licensed Vehicle Testing station P & L Mechanical Services in Melton South are able to issue Certificates of Roadworthiness.

Who decides if a vehicle is roadworthy?

Neither the workshop conducting the roadworthy inspection, nor the Licensed Vehicle Tester performing the actual examination of the vehicle are responsible for setting the standards a vehicle must meet to be issued a Certificate of Roadworthiness RWC. These standards are clearly defined by VicRoads, the licensed vehicle tester merely confirms whether the vehicle meets the standards as specified.

What happens if my vehicle fails a roadworthy inspection?

If your vehicle is deamed unsafe, you will have 14 days to rectify any issues brought up on the roadworthy inspection.

P & L Mechanical Services will advise on best outcome and can provide a quote for any repairs required to pass the RWC needs.

Can I sell my car without a RWC?

As per the VicRoads guidelines, you can sell your car privately without a roadworthy certifitcate, however you must sell the car without your number plates via a notice of disposal, which must be submitted to VicRoads via your myVicRoads account prior to the sale.

To sell your vehicle as is, you will need to get a RWC unless there is an exemption. Please see the VicRoads website for more information.

Will my spare tyre be inspected in a roadworthy?

There is no rule stating that a spare wheel is required on a vehicle and the spare tyre isn't checked for the RWC. But, if you do have a spare tyre, it does need to be mounted securely in or on the vehicle.

What are ADR's?

The ADRs (Australian Design Rules) are a set of minimum standards for the construction of vehicles and trailers. A Roadworthy Inspection may not cover all of these standards as in most cases, compliance with them cannot be assessed by inspection alone.
